- On July 21, 2021, the European Union published Regulation (EU) 2021/1199 in its Official Journal, updating the control requirements for polycyclic aromatic hydrocarbons (PAHs) in Appendix XVII, item 50 of the REACH Regulation. The regulation aims to add 5 additional control clauses, including plastic, rubber particles, and coverings, to the original 8-point control requirements. The new provisions will take effect 20 days from the date of publication in the official gazette. This regulatory update mainly targets artificial lawns and sports venues, and has little to do with footwear and clothing products.
- The specific content of this update is as follows
- In the second column of item 50 of Annex XVII of the REACH regulation, the following paragraph has been added:
- 9. When filling artificial turf fields or laying playground or sports fields in loose form, if the total content of listed polycyclic aromatic hydrocarbons (PAHs) in particles or covering exceeds 20 mg/kg (0.002% by weight), it shall not be put into the market.
- 10. If the total content of listed polycyclic aromatic hydrocarbons (PAHs) in particles or coverings exceeds 20 mg/kg (0.002% by weight), they shall not be used as fillers for artificial turf fields or as loose paving for playgrounds or sports grounds.
- 11. Fillers used in artificial turf fields on the market or particles or coverings laid loosely on playgrounds or sports fields should be labeled with the unique identification number of the batch.
- Paragraphs 9-11 will be implemented from August 10, 2022.
- 13. If particles or coverings have been used in the European Union on August 9, 2022 as fillers for artificial turf fields, or if playgrounds or sports fields have been laid loosely, they may be retained in place and continue to be used for the same purpose.
- 14. For paragraphs 9-13:
- (a) Particle “refers to a mixture of rubber and other vulcanized or polymerized materials with a size of 1-4 mm obtained through recycling or raw materials or natural sources, existing in the form of solid particles;
- (b) Covering material “refers to a mixture made from recycled or raw materials or natural sources of rubber or other vulcanized or polymeric materials, with a size range of 4 to 130 mm long and 10 to 15 mm wide in the form of a solid sheet;
- (c) The term ‘filling material for artificial turf fields’ refers to particles on artificial turf fields used to enhance their system’s motion performance;
- (d) The term ‘used to lay a playground or sports field in a loose form’ refers to the use of loose particles or coverings for any purpose for entertainment or sports, rather than as fill for artificial turf fields.
